This new office provides a comprehensive approach to childhood care and education in Missouri. It includes programs related to child care, home visiting, early learning, and early intervention for children birth to age five, as well as afterschool programs for school-age children.

The Office of Childhood is responsible for overseeing the department’s efforts to expand and improve high-quality early learning opportunities.

 What you’ll do:
•Provide legal advice to the Office of Childhood (OOC) regarding the development, implementation, interpretation and/or application of childhood related law, regulation, policy, and procedures.
•Advise the OOC Assistant Commissioner and other relevant staff on all significant activity regarding federal and state statutes, legislation, regulation, proposed legislation of interest to the OOC.
•Represent the OOC at administrative hearings related to OOC programs.
•Provide guidance to the OOC on the Family Educational Rights and Privacy Act (FERPA) and other privacy matters.
•Review OOC guidance documents and published materials for compliance with federal and state law.
•Review contracts related to OOC programs and services.
•Act as an OOC resource for orders of rulemaking such as drafting and filing questions related to administrative rules.
•Manage and coordinate Sunshine Law requests and other record requests for OOC programs, including emails and records searches, tracking, and meeting deadlines.
•Act as an OOC resource for records retention management and related questions.

Minimum Qualifications:
•Graduated from an accredited law school with Juris Doctorate.
•Member of the Missouri Bar in good standing or able to attain a license to practice law in the state of Missouri within six months of being hired.


Preferred Qualifications:

•Minimum two years’ experience in state government, legal or closely-related policy experience.
