New Committee Proposal Process and New Discussion Community Proposal Process

The Board of Governors under Article XII of the bylaws has the discretion to establish and/or abolish standing committees of The Missouri Bar as it deems necessary. Currently, The Missouri Bar has over 40 open enrollment standing committees related to substantive areas of law and/or the administration of justice. The Board of Governors also has the discretion to establish and/or abolish stand-alone online discussion communities (e.g. listserv-type forums) related to areas of law and/or the administration of justice.

A process is available for members of The Missouri Bar to request that the Board of Governors consider the establishment of a new open enrollment standing committee and/or a stand-alone connect.MOBAR discussion community.

New Committee Proposals


Members of The Missouri Bar can request that the Board of Governors consider the establishment of a new open enrollment standing committee by following the New Committee Proposal process and meeting the minimum requirements for an application and a petition. Upon submission of a fully completed application and petition, the Board of Governors, as it deems necessary, can decide at its sole discretion whether to act on and/or approve/disapprove any proposal submitted. 

A Missouri Bar open enrollment standing committee provides the following types of activities and opportunities for its members:

  • Drafting and/or reviewing legislative proposals
  • Developing and presenting continuing legal education programs and print materials 
  • Increasing public understanding of the law 
  • Helping educators teach young people about the justice system 
  • Developing a variety of programs and activities to help lawyers improve the efficiency of their practices 
  • Developing a variety of programs to maintain the highest level of professionalism among members

New Discussion Community Proposals


Starting in 2018 members of The Missouri Bar can request that the Board of Governors consider the establishment of a law-related, stand-alone online discussion community (e.g. listserv-type forum) that is not affiliated directly with a Missouri Bar committee by following the New Discussion Community Proposal process and meeting the minimum requirements for an application and petition. Upon submission of a fully completed application and petition, the Board of Governors, as it deems necessary, can at its sole discretion decide whether to act on and/or approve/disapprove any proposal submitted. 

A Missouri Bar connect.MOBAR online discussion community is established to provide the following for community members:

  • Connect, collaborate and share knowledge and resources with Missouri Bar members focused on the law-related and/or administration of justice area of the community.
